SEO is not one fixed task
A technical audit diagnoses problems. Implementation fixes them. Content work answers buyer questions. Authority development depends on credibility and useful work beyond the website. A proposal should say which of these are included instead of presenting an undefined monthly SEO fee.

Ask for deliverables and ownership
Confirm the number of templates reviewed, whether development is included, how content is approved and who implements recommendations. Request a baseline and a reporting method. Search Console access can reveal whether the problem is indexing, low impressions, weak positions or low click-through rate.
Avoid buying rankings as a promise
No agency controls search results. A useful agreement defines work, communication and measurement. Be cautious with offers that promise guaranteed first position, large quantities of unspecified backlinks or hundreds of near-identical articles.
Judge progress against useful demand
Separate branded searches from non-branded service searches. Review relevant landing pages and qualified enquiries alongside clicks and impressions. SEO can take time, but that should not prevent an agency from showing completed work and explaining what the data supports.
