Discovery is only the first step
A URL in a sitemap can still be absent from the index. Search engines decide what to crawl and retain. Check whether the page has crawlable internal links, a valid response and no accidental block before assuming the content itself is the only problem.

Look for duplicate intent
Several pages can use different titles but answer the same question with the same text. Canonical selection and overlapping content can make the preferred page unclear. Compare the main content, not only the keyword in the heading.
Read the page as a customer
Does a cost article provide a way to understand costs? Does a service page explain deliverables and scope? Would an industry page still be useful if the industry name were removed? These checks often reveal why another page adds little to a library.
Use Search Console to narrow the diagnosis
Review the indexing reason and inspect a representative URL. Distinguish blocked, redirected, duplicate, discovered and crawled-but-not-indexed cases. Improve the underlying page or architecture rather than repeatedly submitting the same unchanged URL.
